He advocates for clients confronting serious and complex criminal allegations and for individuals and businesses involved in complex civil litigation in state and federal courts. He is the founder of the Law Firm of Cesar de Leon, PLLC, in Brownsville, Texas, and has been licensed to practice law since 2013. Cesar personally handles every case from the initial meeting through trial or appeal.
He is admitted to practice in the State of Texas, before the United States District Courts for the Southern and Western Districts of Texas, the United States Court of Appeals for the Fifth Circuit, and the United States Supreme Court.
Cesar earned his law degree from St. Mary’s University School of Law, studied at the London School of Economics, and holds a degree in economics from St. Mary’s University. He is a 2019 graduate of the famed Gerry Spence’s Trial Lawyers College in Dubois, Wyoming, and currently serves on the board of the Texas Criminal Defense Lawyers Association. He is also a member of the National Association of Criminal Defense Lawyers and remains actively involved with Trial Lawyers College.
Cesar is a founder and current president of the Cameron County Criminal Defense Lawyers Association. He frequently speaks to the Cameron County Bar and at statewide programs on federal criminal practice, jury selection, and trial advocacy. His presentations have included a Texas Criminal Defense Lawyers Association seminar in New Orleans and the local bar addressing jury selection and trial advocacy in federal court.
Native and Fluent in Spanish, Cesar is also invited to speak before Mexican criminal law attorneys and professional organizations on cross-border legal issues. He regularly collaborates with attorneys in Mexico and throughout Latin America on matters involving criminal law, international coordination, extraditions and cross border representation.
Cesar has taught business law as a lecturer at the University of Texas Rio Grande Valley and has instructed police academy cadets at Texas Southmost College on the Texas Penal Code and the Texas Code of Criminal Procedure
Deeply rooted in his community, Cesar served as a Brownsville City Commissioner at Large from 2015 to 2019 and as board president of the Greater Brownsville Incentive Corporation.

From January 1978 through April 1981 he served as a public defender, where he gained substantial trial and courtroom experience in criminal law. Since leaving the public defender office in 1981, he has practiced criminal law exclusively, representing clients in state and federal courts throughout the United States.
Shel is admitted to practice before the United States Supreme Court, the United States Court of Appeals for the Fifth Circuit, and the United States District Courts for the Southern, Eastern, and Western Districts of Texas, including the Bankruptcy Court for the Southern District of Texas. Known for his sharp legal acumen and unwavering commitment to justice, he brings decades of focused criminal defense litigation experience, in both complex federal and state criminal matters, to every client he serves.

Crystal is a paralegal where she assists with criminal defense, criminal appeals, family law, and federal matters. She supports the firm's attorneys through legal research, drafting legal documents, trial preparation, discovery management, and case organization.
Lorena
Born and raised in Brownsville, Texas, Lorena grew up in a community where family, hard work, and echando la mano (helping one another) were simply a way of life. Those values shaped who she is and inspired her to pursue a career dedicated to serving others through the legal profession.
Crystal
Crystal is a paralegal where she assists with criminal defense, criminal appeals, family law, and federal matters. She supports the firm's attorneys through legal research, drafting legal documents, trial preparation, discovery management, and case organization.
Crystal's passion for law was born from her own experiences navigating the criminal justice system. She devoted herself to studying the law and successfully pursued her own appeal. That experience inspired her to pursue a legal career and fuels her commitment to helping others navigate the legal process with compassion, diligence, and attention to detail.
Crystal graduated Summa Cum Laude from Texas Southmost College with an Associate of Applied Science in Paralegal Studies and previously earned her Certificate in Legal Assisting. She is also a member of the Phi Theta Kappa International Honor Society.
Drawing from both her professional background and personal experience, Crystal is dedicated to helping clients through some of the most challenging times in their lives while supporting the firm's commitment to providing exceptional legal representation.

After earning her Bachelor's degree in Criminal Justice, Lorena was drawn to a career focused on helping individuals navigate the legal system during some of life's most challenging moments. With over five years of experience as a Paralegal, she understands that legal matters can often be overwhelming and strives to ensure every client feels heard, respected, and supported throughout the legal process.
